ECO–Asia Clean Development Program

The U.S. Agency for International Development (USAID) initiated the ECO-Asia Clean Development Programme to promote policy and market transformation in Asia and encourage strategic investments in clean technologies in the region. Specifically, the programme identified and promoted activities that increase investment in clean technologies and lead to their expansion and scale-up. The programme was a 3-year regional programme covering China, India, Indonesia, Philippines, Thailand and Vietnam. Based on a comprehensive regional analysis of clean energy priorities, the programme identified three priority areas where it focused its actions to achieve results: (1) end-use efficiency, with focus on compact fluorescent lamps; (2) improved efficiency of coal power supply; and (3) support to accelerate financing of clean energy technologies. Program activities in these sectors were built around three pillars: increasing policy and market incentives, mobilizing finance and deploying clean energy technologies, and regional information sharing to accelerate deployment.

 CSi provided the services of the Country Representative for the Philippines tasked among others to lead the development and implementation of specific activities in the country within the priorities of the programme, provided technical inputs to programme elements that are specific to the Philippines and developed and sustained relationships with Philippine stakeholders.

 CSi also served as the Philippines Secretariat of the Private Financing Advisory Network (PFAN), which ECO-Asia organized and managed in the Philippines, Indonesia, China, and India. PFAN is a multilateral, public-private partnership initiated by the Climate Technology Initiative (CTI) in cooperation with the UNFCCC Expert Group on Technology transfer. PFAN aims to bridge the gap between investments and clean energy businesses. It identifies promising clean energy projects and provides mentoring for development of business plans, investment pitch, and growth strategy, significantly enhancing the possibility of financial closure. CSi conducted various business development workshops to assist clean energy companies to enhance their business models and in refining their investment documents. It then introduces these mentored clean energy projects to financing sources and facilitates investment closure in local and international investment fora.
